EINECS [Abk. für engl. European Inventory of Existing Commercial Chemical Substances = Europäisches Verzeichnis der kommerziell erhältlichen chem. Substanzen]: ein von einer Kommission der EG 1990 herausgegebenes Verzeichnis von ca. 100 000 Stoffen, die bereits vor dem 18. 9. 1981 im Handel waren (»Altstoffe«, einschließlich der 33 000 Stoffe des ↑ ECOIN). Stoffe, die nach dem 18. 9. 1981 neu in den Verkehr gebracht werden, müssen als neue Stoffe (»Neustoffe«) angemeldet u. geprüft werden, ehe sie in ELINCS (European List of Notified Chemical substances = europäische Liste angemeldeter chem. Substanzen) aufgenommen werden können.
